Lets get started:

Open a new 700x700 image (will refer to it as canvas sometimes)

Paste Frame 4 Image> Resize 90% (make sure that the resize all layers is not selected)

Paste Bling Shamrock and resize by 50%. Duplicate the bling. Image> Mirror. Place one bling on the top left and one on the bottom right on of your frame.

Paste Paper 7. Select the frame layer and with your magic wand click inside of it. Selections> Modify> Expand by 10. Selections> Invert, select the paper layer again and hit the delete key on your keyboard. Selections> Select None

Paste Paper 1. Duplicate the paper and hide one layer. Select top left bling and click inside with your wand. Expand by 5, Invert, select the visible paper layer and hit the delete key. Select None.

Make the second paper layer visible again and repeat the last steps with the bottom right bling.

Paste Large Bow1 and Resize 110%. Drag under the bottom right layer paper and position.

Paste tube of choice for the round frame and drag it behind the frame. Position. Use wand to select inside frame, expand by 10, invert, select frame layer and hit delete. Select None.

Effects> PlugIns> Xero> Porcelain> Softness 50, Strength 128, Brightness 128, Red Channel 0, Green Channel 0, Blue Channel 161

Paste Tube of choice. Position behind top shamrock bling. Select the paper layer. Selections> Select All, Selections> Float, Selections> Defloat, Selections> Invert, Select tube layer and hit delete. Selections> Select None.

Use Porcelain to the same settings on the tube and change blend mode to Luminance (L)

Follow the same steps for the second shamrock bling.

Add shadow to both Shamrock Blings Effects> 3D Effects> Drop Shadow Vertical 2, Horizontal 1, Opacity 45, Blur 2, Color Black

Add the same shadow to the frame and ribbon.

Merge Visible

Image> Canvas Size 650x 625 and center tag with Pick Tool if need be

Add new raster layer and Flood Fill with color #3d6316

Open Mask (MAKAMASKSTPaddyMF02 in the folder for Slow2011) in PSP and return to the tag.

Layers> New Mask Layer> From Image> In source window select mask name

Stretch with pick tool to liking and merge group.

Merge visible.

Add Copyright

Add name with font of choice. I used Rubber Ducky color #5b6f2b

Adjust> Add/Remove Noise> Add Noise> Uniform 50

Effects> PlugIns> EyeCandy5> Impact> Gradient Glow> Glow Type outside, Glow Radius 5, Soften Corners 8, Overall Opacity 100, Distortion Amount 0, Distortion Lump Size 7, Gradient Smoothness 100, colors white and #485c23

Add shadow same settings as before

Merge Visible

Save as PNG
